Old oil tanks are seen in an area affected by Hurricane Katrina on the Mississippi river delta, New Orleans, Louisiana, United States August 19, 2015. In 2005, Hurricane Katrina triggered floods that inundated New Orleans and killed more than 1,500 people as storm waters overwhelmed levees and broke through floodwalls. Congress authorized spending more than $14 billion to beef up the city's flood protection after Katrina and built a series of new barriers that include manmade islands and new wetlands. Reuters photographer Carlos Barria returned to New Orleans after documenting events in 2005 and found a city much rebuilt and renovated, although abandoned homes show Katrina’s lingering impact. Eighty firefighters were battling a fire at a fuel tank storage facility run by Ultracargo near Brazil's port of Santos, Latin America's largest, the local fire service said on Thursday. The company said there had been no victims from the fire and it was too early to say what had caused it. The fire started at around 10 a.m. local time (1300 GMT), the fire service said on Twitter, adding that 22 fire trucks and one boat were involved in trying to control it. The port of Santos said it had moved five ships docked at a nearby terminal due to the fire. REUTERS/Nacho Doce

A worker prepares to transport oil pipelines to be laid for the Pengerang Gas Pipeline Project at an area 40km (24 miles) away from the Pengerang Integrated Petroleum Complex in Pengerang, Johor, February 4, 2015. A collapse in oil prices is making it harder to attract investment in the next phases of a plan to build one of Asia's biggest energy hubs on Malaysia's southernmost tip, a development estimated to be worth over $50 billion. The Pengerang Integrated Petroleum Complex (PIPC) aims to help Malaysia compete with Singapore to become the region's top oil and petrochemicals hub, but the local government body coordinating the project said the environment was now clearly tougher. On the once-sleepy Pengerang peninsular in the southern Johor state, villages have been relocated to make way for storage tanks, refineries and terminals under the almost $30 billion first phase. High in remote Kurdish mountains, Iranian villagers still nurse ravaged eyes and lungs, 20 years after Iraqi poison gas attacks that went mostly ignored by world powers then siding with Saddam Hussein against Iran. That perceived hypocrisy continues to rankle in the Islamic Republic, now accused by the West of seeking nuclear weapons. Picture taken July 5, 2008. An activist belonging to India's main opposition party Bharatiya Janata Party (BJP) holds a placard of a cooking gas cylinder during a demonstration against the hike in fuel prices in Mumbai June 5, 2008. Indians were divided over the biggest hike in fuel prices in 12 years, with the poor saying it would hit their pockets hard, while the more comfortable shrugged it off as inevitable given global trends. The placard reads: "Previously, under the NDA-BJP government, a cooking gas cylinder was Rs 244 ($5.90). Now under the UPA-Congress government, it's Rs 348.50 ($8.40). Shame on the inflation. Congress (party) has brought in this inflation". REUTERS/Arko Datta (INDIA)

The tank of N-grade -- unleaded gasoline -- caught fire about 7:45 p.m. CDT June 3, (0045 GMT June 4) after being struck by lightning as storms raged through the area. The tank, which could hold 145,000 barrels, was about 20 percent full. Local fire officials initially attempted to extinguish the fire, but decided instead to let it burn itself out.
