After the agriculture ministry banned cotton imports to help local producers, the cabinet abruptly vetoed the idea - the latest in a series of economic policy U-turns and delays under President Abdel Fattah al-Sisi. Such schizophrenic decision-making is also a symptom of wider policy problems affecting Egypt, which is struggling to re-energise its economy and attract foreign investment after years of turmoil since 2011. Workers collect fish inside an abandoned department store in Bangkok January 13, 2015. Staff from Bangkok Metropolitan Administration (BMA) office were catching fish on Tuesday at the ground floor of the roofless New World department store that was closed down in 1997. Thousands of fish such as catfishes, fancy carps as well as black and red tilapias were released into the ground floor of the building, flooded with rainwater, as local vendors tried to control mosquitoes in the area, local media reported. BMA recently decided to remove the fish and release the water. REUTERS/Chaiwat Subprasom (THAILAND - Tags: SOCIETY ANIMALS)

A duck is seen at a duck farm in Nafferton, northern England November 17, 2014. Bird flu found on a duck farm in northern England might be linked to a highly contagious strain of the disease found this weekend at a poultry farm in the central Netherlands, as well as a case early this month in Germany. In the British case, the virus was discovered at a duck farm in North Yorkshire. REUTERS/Phil Noble (REUTERS - Tags: ANIMALS DISASTER ENVIRONMENT TPX IMAGES OF THE DAY)
