In the background, is a home that was carried off its foundation and pushed hundreds of yards downstream. Texas Gov. George W. Bush asked the federal government to declare 20 Texas counties disaster areas. New Braunfels, north of San Antonio, on the Guadalupe River, was one of the hardest hit communities with some 500 homes and businesses destroyed.
