Bosnian Croat women arrange flowers on the grave of a relative in the Serb-held northern Bosnian village of Lipa, near Modrica May 12. Some 70 Croat refugees escorted by IFOR troops, visited the Lipa cemetary for the first time in four years. As much of Bosnia is returning to normal, the international community has pledged $1.8 billion in reconstruction funds to Bosnia for 1996 but most of the money is for major infrastructure projects - the bridges, tunnels, highways and utilities without which revovery is impossible.

Tensions rose on Wednsday in a Sarajevo neighbourhood where the dividing line betwen Moslems and Serbs is disputed and where recent gunfire, an explosion and three detonations have alarmed residents.

A Bosnian man passes by an Italian IFOR check point as he carries plastic foil March 20 across the Brotherhood and Unity bridge into Grbavica, a formerly Serb held suburb of Sarajevo which reverted to government control yesterday. Tensions eased in Sarajevo when Bosnian government troops complied with the Dayton peace agreement and began pulling out of a demilitarised zone in the city just hours before the Tuesday midnight deadline.
