For Manila's struggling police, the June 30 inauguration of Philippines President-elect Rodrigo Duterte cannot come soon enough. Duterte, known as "Duterte Harry" for his tough stand on crime, swept to election victory last month on a single policy campaign - wiping out crime in six months by killing criminals, improving policing and increasing pay in the forces. That was welcome news to police in the Philippine capital who say they are so under-funded that they often have to buy their own bullets and get lifts to murder scenes in funeral service cars because they have no vehicles of their own. An Afghan pharmacist analyses samples of drugs, at a laboratory under the Interior Ministry's Counter Narcotics, in Kabul May 26, 2013. Impoverished Afghanistan, already plagued by insurgency and struggling to contain crippling rates of opium addiction, faces another potential headache with spiralling usage of the synthetic drug crystal methamphetamine. The growing use of crystal methamphetamine or ice, comes at a critical time. Some fear that, with the exit of most foreign troops by the end of next year and dwindling interest and aid from the international community, significant addiction to the relatively new drug could wreak social havoc. An unidentified diplomat holds a methamphetamine tablet, seized from Kokang ethnic rebels according to Myanmar's police, during a news conference in Laukkai, capital of Myanmar's Kokang region, September 8, 2009. Myanmar's military regime is stepping up efforts to show its neighbours that armed ethnic separatists on its border are under control after violent clashes that sent thousands of refugees pouring into China. The normally reclusive junta invited a group of more than 50 observers to the Kokang region bordering China, an ethnic Chinese enclave the military says is now under its control after decades of rebellion to Yangon's rule.
