Chairman of the Unified Communist Party of Nepal (Maoist) Pushpa Kamal Dahal, also known as Prachanda, (R) and former Nepalese prime minister and senior leader of the party Baburam Bhattarai attend the mass demonstration organized by the opposition alliance led by the party demanding to draft the new constitution through consensus of all the political parties, in Kathmandu February 28, 2015. A new constitution is widely seen as crucial to ending the instability that has plagued Nepal since the end of a Maoist-led civil war in 2006 and settling the republic, nestled between regional powers India and China that jostle to woo a new geopolitical ally. But it has been thwarted by differences among political parties over how to divide the country into federal states. REUTERS/Navesh Chitrakar (NEPAL - Tags: POLITICS CIVIL UNREST)

Road dividers that are vandalized are seen on an empty road after clashes between activists affiliated to the Communist Party of Nepal-Maoist and Nepalese police during a protest, in Kathmandu March 16, 2013. The protest was against an agreement to allow Chief Justice Khil Raj Regmi of the Supreme Court to head the new administration to oversee the election. Regmi took over as the head of an interim unity government on Thursday, the country's main political parties said, a move aimed at ending a political deadlock in a nation still recovering from a decade of civil war. He replaced Maoist Prime Minister Baburam Bhattarai under an agreement signed by the four major political parties and will head the new administration until a national election is held in either May or June. Nepalese Prime Minister Baburam Bhattarai speaks during an interview with Reuters at his residence in Kathmandu November 5, 2012. Bhattarai flaunts no trappings of his revolutionary past: these days he talks of foreign investment, infrastructure projects and double-digit growth. But as Nepal blunders further into political turmoil, even its own leaders talk darkly of a "failed state". Last May, its quarrelsome political parties missed a deadline to write a new constitution. As a result, Bhattarai's rivals say his government has no legal status, the country has no parliament, and there is now no agreement on a date for elections to end the stalemate. "Unfortunately the old parliamentary parties are trying to get their pound of flesh, not agreeing ... on anything until they get the leadership of the government," Bhattarai told Reuters in an interview.
