A boy plays with an inflatable beach toy on the beach in Blackpool, northern England July 24, 2013. British beach resorts, which flourished in the 19th century and earlier, have tempted tourists for years with amusement arcades, fairground rides and cheap and cheerful souvenirs. However, as a 2013 report by the Centre for Social Justice states, many seaside towns suffered as from the 1970s it became cheaper and easier for British tourists to travel abroad. Now, according to the Office for National Statistics, larger seaside towns in England suffer from higher-than-average levels of deprivation compared to the rest of the country. Matt Smeaton (C), 14, joins friends as they float down a closed six-lane road as floodwater associated with Tropical Storm Debby rises around them in New Port Richey, Florida, June 26, 2012. Tropical Storm Debby drifted slowly eastward over Florida's Gulf Coast on Tuesday, threatening to dump more rain on areas already beset by flooding. After stalling in the Gulf of Mexico, the storm was finally moving but was expected to take two more days to finish its wet slog across Florida. Cosmo Power Co. demonstrates the company's personal flotation device named "Noah," which could survive both an earthquake and the tsunami that might follow, at a port in Hiratsuka, south of Tokyo October 3, 2011. It's not quite a yellow submarine, since it's destined for travel on top of the water, not under it. But the round yellow pod, christened "Noah" for the maker of the ark, could mean the difference between life and death in the case of another killer earthquake and tsunami like the one that hit Japan seven months ago, said its inventor, Shoji Tanaka.
