Uruguayan naval officers guard the border crossing between Argentina and Uruguay November 9, 2007. Uruguay's government has granted a long-awaited start-up permit for Finnish pulp mill group Metsa-Botnia's $1 billion mill in Uruguay, which Argentina argues will pollute a shared river. Uruguay closed the border crossing closest to the plant, saying it would remain shut over the weekend because of Argentine campaigners' "threats" as a large protest was planned for Saturday.
