Wider Image: Beijing's Battle for Fresh Air
Liu Ke, wears a mask as he carries his bicycle in Beijing December 19, 2014. Liu rides a bicycle almost everyday to avoid Beijing's congested traffic. He said it is necessary for him to wear a mask when air pollution levels increase, to protect himself. Awareness of the dangers of Beijing's skies is on the rise, thanks to growing data on its air quality. Rising public discontent over the state of the environment has proved a powerful catalyst for change amid signs the government is starting to take the environment seriously. China will "declare war on pollution," Premier Li Keqiang told parliament in an opening address in 2014. A tougher environmental law took effect on January 1, while a new environment minister took charge on Friday. REUTERS/Kim Kyung-Hoon (CHINA - Tags: POLITICS SOCIETY ENVIRONMENT BUSINESS)

Traffic flows during the morning rush hour in central Brussels February 27, 2014. For two years running, Brussels has been named the most congested city in North America and western Europe, a mark of shame for the capital that guides Europe's environment and transport policies. The disgrace has, however, had the effect of uniting Belgium's environmentalist Green Party, centre-right rivals N-VA and business and motoring groups in a call for a solution whose time may finally have come - charging drivers for distance travelled. German luxury carmaker BMW Chief Executive Norbert Reithofer speaks during the presentation of the "BMW i3 Concept" and "BMW i8 Concept" cars in Frankfurt July 29, 2011. BMW is using composite technology in its new range of "i" electric vehicles and plug-in hybrids. Whole cars made of carbon fibre composites will be available from 2013. Its strategy is based on the view that trendsetting car buffs with deep pockets will develop a taste for electric cars, especially if prodded by government incentives such as exemptions from city-centre congestion charges. The company says the i3's bodywork will be 250-350 kg (550-770 pounds) lighter than that of a conventional car of the same size. With a much lighter chassis, it hopes its traditional clientele of drivers could even desire a premium electric vehicle for city driving. Picture taken July 29, 2011. London Mayor Ken Livingstone sits under a map of the London Underground system as he takes the tube to work on the first day of congestion charging in London in this February 17, 2003 file photo. Preparations for London's 2012 Olympics could become hostage to a bitter labour dispute on the transport network and the capital's mayor - who made his name as a radical left-winger - is under pressure to step in.
