The Wider Image: Drug rehabilitation in the Philippines
The soaring popularity of methamphetamine - a cheap and highly addictive drug ÐÊ is overburdening health services and tearing families and communities apart in Southeast Asia, driving many countries to adopt hardline policies to fight the surge in narcotics use. Around 700,000 drug users and pushers registered with authorities in a process termed "surrendering". There are few programs or facilities to help them. Local governments and private centres are trying to plug the gaps. Private rehabilitation can range from support groups led by clergy in the predominately Catholic nation, to costly treatment programs that charge hundreds of dollars a month, putting them out of reach for most Filipinos. Last year, the International Narcotics Control Board (INCB) billed the abuse of medicines containing narcotics and their smuggling from India among the "greatest drug-related challenges" facing South Asia. About 83,000 bottles of codeine-based cough syrups were seized in India in the six months through March. In meetings with companies, Indian regulators called the "menace of abuse" a "growing concern". Abuse is particularly common in Bangladesh. People walk outside a labour camp in Kunming
People walk outside a labour camp in Kunming, Yunnan province, November 22, 2013. Many of China's re-education through labour camps, instead of being abolished in line with a ruling Communist Party announcement this month, are being turned into compulsory drug rehabilitation centres where inmates can be incarcerated for two years or more without trial. Human rights activists and freed inmates said drug offenders were still being forced to do factory work, as has been the practise under the re-education through labour system, colloquially known as 'laojiao'.
