A man throws his garbage along a street at the Rocinha slum in Rio de Janeiro March 13, 2014. After a half-century of neglect, it seemed the government finally cared about Rio's notorious slums, or favelas, with the implementation of an effort to reclaim huge swaths of the city from criminals. This was done through police occupations of historically violent neighbourhoods. Five years into the program, police now occupy 37 major favelas, home to 1.5 million people. A man searches for food in a garbage container along a street, with the Four Towers business district pictured in the background, in Tetuan, Madrid, January 28, 2014. Last year, families and activists from the 15M indignant movement founded a food bank in Tetuan, a working-class neighbourhood of Madrid. It does not simply hand out donations; instead, the families who become recipients are expected to collaborate with the food bank by helping to collect and distribute food. Every week they stand outside local supermarkets picking up donations. Afterwards, they have to do an inventory of the food and allocate portions to each family, theirs included, which they distribute every two weeks. Currently more than 30 families (over a hundred people) are involved in the project. The development of social movements like the Tetuan food bank have come under the spotlight in Spain, whose economy has been in and out of recession since a property bubble burst six years ago, sending unemployment soaring to record highs. New registered jobless figures are being released in Spain on Tuesday, February 4. Picture taken January 28, 2014. REUTERS/Susana Vera (SPAIN - Tags: SOCIETY POVERTY BUSINESS EMPLOYMENT FOOD)

Eugene, an 87-year-old retired Frenchman, searches for food in a garbage container next to a supermarket in Nice June 13, 2013. A former interior decorator, and a pensioner of 24 years, Eugene lives in Nice and is the owner of a small apartment in a bourgeois district of the city. Although he receives a monthly pension of 1000 euros (1300 $US), he started rummaging through trash bins to collect food in 2012, as he did when a teenager during World War II, because 'times are hard' he said. He drives his old car seeking out supermarket trash containers in different parts of the city to fill his fridge. Eugene dreams of going to Las Vegas. Following a government report today June 14, 2013 the French should pay contributions for longer to get a full pension and well-off pensioners should get fewer tax rebates.
