Miami Beach city commissioner Jerry Libbin holds a stack of resolutions from cash-strapped condo associations representing some 135,000 condo owners which he plans to carry to the Florida legislature as he stands outside Miami Beach City Hall in Miami Beach, Florida March 31, 2009. The resolutions from condo associations are pleading with state legislators to change state law to force lenders to pay more toward delinquent monthly association fees when they foreclose on a home. Florida's condominium and homeowners' associations are facing what experts call a trickle-down disaster from the property crisis. Dozens and perhaps hundreds of condo buildings have budget shortfalls as thousands of owners, under water on their mortgages or in foreclosure, stop paying monthly fees. Picture taken March 31. MAN SELLS UNREFINED TABACCO IN BEIJING
Chinese tabbacconist Wu Lianbin sells unrefined tabacco leaves at a Beijing market August 22. Wu's tabacco is grown in the country's Hebei province and sells for 80 Yuan (about $10) per half kilogram, which is enough to roll 2,000 cigarettes. Statistics show that one in every four Chinese smokes and China burns 1.6 trillion cigarettes every year, making it the world's largest tobacco producer and consumer. If anti-smoking campaigns continue to have little effect on China's smokers, it is estimated that smoking will kill 2 million people annually by the year 2025.
