Migrants on a dinghy with a broken motor drift away as they try to reach the Greek Island of Kos after leaving Bodrum, Turkey, in the hopes of crossing the Mediterrean Sea, September 20, 2015. Many refugees attempt to use Turkey as a springboard into wealthier Europe. A record 300,000 or more Syrians and other migrants have arrived in Greece, mostly setting off from Turkey's Aegean coast, according to the International Organisation for Migration. The coastguard has rescued more than 53,000 migrants while 274 have died in Turkish waters, Kurtulmus has said, without specifying a time frame. Employees observe GPS software tracking Egyptian tourists buses, part of a new mandatory security procedure to soon be implemented, in a control room at the Tourism Ministry building in Cairo October 21, 2014. Egypt's tourism minister hopes to fully revive one of the country's most vital industries by next April but persuading the world that it is safe to visit the ancient pyramids or Red Sea resorts after three years of upheaval is a daunting task. Hisham Zaazou is mounting public relations campaigns, inviting foreign officials to visit and assess Egypt's stability for themselves and boosting security at airports and hotels.
