11,000 Venezuelans' dialysis treatment has been thrown into disarray by a wave of blackouts in the oil-rich but crisis-stricken South American country. Electricity has largely been restored to the capital city of Caracas after two nation-wide power outages in March and April. But many other parts of Venezuela now have power for only several hours per day under a rationing plan put in effect by President Nicolas Maduro. Few places have been harder-hit than sweltering Maracaibo, the country's second-largest city, which still experiences power cuts lasting 10 hours or more per day. That has led to water shortages, making it hard to provide the minimum 120 liters (32 gallons) of water doctors say is needed for a full dialysis session. Dialysis requires consistent supplies of power and water to provide the recommended treatment of three or four hours, three times a week. Venezuela's public hospitals for years have provided free dialysis treatment, thanks to abundant oil revenue and generous health-care spending. But since the economy crashed along with oil prices in 2014, new equipment rarely arrives and the existing machines are not maintained, doctors say. He was a commissioned officer in the Korean People's Army, and left in his uniform. South Korean intelligence confiscated it, but he persuaded his North Korean military contacts to send him a new one. "I arrived in South Korea on Nov. 22, 2013. I did not desert my unit. It was never a desertion, I left to earn money. I told the guards at the border I was leaving. It worked out, since we were all military men. When I got as far as Thailand I borrowed clothes from friends, and put my uniform in my bag just in case. If I was going to go back to North Korea I needed to be dressed in it. A military uniform and ID card are valuable assets in North Korea. The military can do anything. I handed over my original uniform to South Korean intelligence. This one is authentic too, but it's one I secretly smuggled into South Korea. This is the summer uniform, made of cotton. These particular uniforms aren't sold in North Korean markets. I'm still in touch with some military officials in North Korea, and in 2014 I asked them to send me one. I paid for everything. There's a fee for getting things over the river with China. Then I had to pay the courier fee from China to South Korea. The whole thing cost a few hundred bucks. Technically, people are not supposed to sell these uniforms. Military supplies are sold secretly. In North Korea I wore my uniform every day, even when I was off-duty. I couldn't wear ordinary clothes. If I did, I wouldn't be able to ride in cars. Someone might steal a cigarette off me or try to pick a fight. If I had gone back, I would have needed that uniform to ride in cars and steal from others." Commissioned officers could afford them. Border guards would wear them. It wasn't easy to buy this kind of coat, but as time went on, fake ones began to appear. The state often clamped down on this item. It's technically military supplies so the state monitored people who altered the design of the coat. I know just from looking at this coat that it's a counterfeit one, not the official version. The counterfeit ones look quite different from the original ones. Family doctor Dmitriy Rozumiy struggles to bridge the gap between what his patients in rural Ukraine need and what the country's cash-strapped healthcare system can provide. His clinic in the village of Ivankovichy, 35 kilometres outside Kiev, uses Soviet-era medical equipment and lacks basic supplies. Life expectancy in Ukraine is on average five years shorter than the European average, according to the World Health Organization. Rozumiy, 51, has worked as a general practitioner since 2014. Before that, he worked as a cancer surgeon but he gave up because budget cuts were causing late diagnoses and leading to lower survival rates. His current patients are mostly children and pensioners. Many working age adults choose not to be treated because they often cannot afford the medicines that are available. Recently, Rozumiy said he has seen some improvements since the start of a Western-backed reform drive. "There's a desperate need," he said, expressing a hope for faster change. Patchy implementation of the reform drive has raised questions about Ukraine's ability to modernise after a pro-European uprising in 2013-2014. In the cancer ward at Damascus Children's Hospital, doctors are struggling with a critical shortage of specialist drugs to treat their young patients - and it's not just due to the general chaos of the Syrian civil war. Local and World Health Organization (WHO) officials also blame Western sanctions for severely restricting pharmaceutical imports, even though medical supplies are largely exempt from measures imposed by the United States and European Union. Six years of conflict have brought the Syrian health service, once one of the best in the Middle East, close to collapse. The Wider Image: Lethal legacy of secret war in Laos
Addressing the legacy of war in Laos will be a focus of U.S. President Barack Obama's trip this week to the country's capital, Vientiane, for a meeting with Association of Southeast Asian Nations (ASEAN) leaders and an East Asia Summit. Obama, who will become the first sitting president of the United States to visit Laos, is expected to announce more funding to help clear leftover bombs and conduct Laos' first national survey on unexploded ordnance. From 1964 to 1973, U.S. warplanes dropped more than 270 million cluster munitions on Laos, one-third of which did not explode, according to the Lao National Regulatory Authority for UXO (NRA). The bombings were part of a CIA-run, secret operation aimed at destroying the North Vietnamese supply routes along the Ho Chi Minh trail and wiping out its communist allies. They also left a trail of devastation in Laos, which U.S. planes used as a dumping ground for bombs when their original target was unavailable and planes couldn't land with explosives.
