In the pitch black of the moonless Chilean desert night, the Cuban man is hard to spot until he is within yards of the border. Placing a small backpack of clothes on the ground, Yoniel Torres, 31, a father of two, puts his hands up as police approach with flashlights and take him into custody. "A coyote (people trafficker) left me near (Peruvian border town) Tacna and told me to follow the old railway line," he tells Reuters as he is led away. "This is all horrible. The journey was so hard. I just came in search of a better life." Scenes like this are replicated every day along Chile's long land border. The country is hardening its stance towards immigration, and refused to sign a United Nations migration pact last week aimed at improving migrant integration and protection. After seizing large parts of Iraq and neighbouring Syria in 2014, Islamic State imposed its strict interpretation of Islamic law and began to establish the basic frameworks of statehood such as taxes and regulation. But that project is collapsing in the face of a military campaign in Iraq to crush the militants, with unexpected consequences for ordinary people escaping their grip. Births in Islamic State-controlled areas were registered with authorities that are not considered valid outside that shrinking territory - or not registered at all. That is adding hundreds and perhaps thousands of children under the age of 2-1/2 to the growing numbers of children across the Middle East who are stateless Ð lacking legal recognition as a citizen of any country. Stateless children risk missing out on basic rights such as education and healthcare, are likely to face difficulties in adulthood getting a job, and are exposed to abuse and trafficking, according to the United Nations. The family finally were able to cross the Syrian-Turkish border following a 10km march after 14 unsuccessfull attempts early in January 2016.
