The soaring popularity of methamphetamine - a cheap and highly addictive drug ÐÊ is overburdening health services and tearing families and communities apart in Southeast Asia, driving many countries to adopt hardline policies to fight the surge in narcotics use. Around 700,000 drug users and pushers registered with authorities in a process termed "surrendering". There are few programs or facilities to help them. Local governments and private centres are trying to plug the gaps. Private rehabilitation can range from support groups led by clergy in the predominately Catholic nation, to costly treatment programs that charge hundreds of dollars a month, putting them out of reach for most Filipinos. A councillor (L) talks to drug addicts in a classroom at the Bangladesh Rehabilitation and Assistance Centre for Addicts (BARACA) in Dhaka September 12, 2015. Last year, the International Narcotics Control Board (INCB) billed the abuse of medicines containing narcotics and their smuggling from India among the "greatest drug-related challenges" facing South Asia. About 83,000 bottles of codeine-based cough syrups were seized in India in the six months through March. In meetings with companies, Indian regulators called the "menace of abuse" a "growing concern". Abuse is particularly common in Bangladesh. 22-year-old Errol Samuels from Queens, New York, who lost the use of his legs in 2012 after a roof collapsed onto him at an off-campus house party near where he was attending college in upstate New York, walks with a ReWalk electric powered exoskeletal suit during a therapy session with Alexandra Voigt, a clinical research coordinator and therapist, at the Mount Sinai Medical Center in New York City March 26, 2014. Made by the Israeli company Argo Medical Technologies, ReWalk is a computer controlled device that powers the hips and knees to help those with lower limb disabilities and paralysis to walk upright using crutches. Allan Kozlowski, assistant professor of Rehabilitation Medicine at Icahn School of Medicine at Mount Sinai hospital, where patients like Samuels are enrolled in his clinical trials of the ReWalk and another exoskeleton, the Ekso (Ekso Bionics) hopes machines like these will soon offer victims of paralysis new hope for a dramatically improved quality of life and mobility. The ReWalk is currently only approved by the U.S. Food and Drug Administration (FDA) for use in rehabilitation facilities like at Mount Sinai, as they weigh whether to approve the device for home use as it already is in Europe. Myanmar is the world's largest producer of opium after Afghanistan, and use of its derivative heroin is widespread. A drug addict holds her child as she visits the Nejat drug rehabilitation centre, an organisation funded by the United Nations providing harm reduction and HIV/AIDS awareness, in Kabul January 29, 2012. With little funding and no access to substitution drugs such as methadone, treatment is rudimentary at Nejat for a problem that is growing in a dirt-poor country riven by conflicts for more than three decades. Opiate consumption in Afghanistan, where it has long been a medication but in recent years has been used increasingly for recreation, is also on a sharp rise. Nejat estimates around 60,000 women in Afghanistan regularly take illegal drugs, including hashish and marijuana. Shrouded in stigma, female drug users is a topic that is almost never mentioned in Afghanistan. Picture taken January 29, 2012. Abo, a long time opium addict, sits in a drugs treatment hospital in Keng Tung in mountains of Shan State January 28, 2012. Myanmar has dramatically escalated its poppy eradication efforts since September 2011, threatening the livelihoods of impoverished farmers who depend upon opium as a cash crop to buy food. With new ceasefires ending years of conflict between the government and ethnic insurgents, Myanmar police and United Nations officials are travelling through opium-rich Shan State to ask farmers what assistance they need.
