Jose Miguel Insulza, secretary general of the Organization of American States (OAS), rubs his eyes during a news conference after a private meeting with El Salvador's President Mauricio Funes (not pictured) at the presidential house in San Salvador July 12, 2012. Insulza is on a 24-hour visit to the country to find out more about a truce between the two largest gangs in the country, local media reported. According to the government of El Salvador, since a truce was signed on March 19, 2012 between the Mara Salvatrucha (MS13) and Mara 18 (M18) gangs, crime has decreased from 15 to 5 cases a day.
