Strasbourg, France
Pictures of the Year: A picture and its story
European Commission President Jean-Claude Juncker jokes with European Union's chief Brexit negotiator Guy Verhofstadt ahead of a debate on the Future of Europe at the European Parliament in Strasbourg, France, February 6, 2018. Reuters photographer Vincent Kessler: "Covering sessions at the European Parliament involves attending a succession of debates with a succession of speakers producing a succession of similar pictures. European Commission President Jean Claude Juncker is always one of the first to arrive in the plenary room, so I usually come early myself to try to take pictures different from the ones we can expect in the official frame of the debate. At this time of the day, 15-30 minutes before the start of the debate at 9:00, the plenary room is quite empty, giving Juncker the opportunity to have a chat or joke with MEPs or even with photographers. Also in the plenary room was Guy Verhofstadt, president of one of the political groups in the European Parliament and the EP's chief negotiator on Brexit. He also ran against Juncker when the latter was elected president of the commission in 2014. The two know each other well, having also served as prime ministers of their neighbouring countries, partly at the same time. So an opportunity to take pictures of the two together is always interesting and this is why I decided to stand in front of Verhofstadt in the plenary room, waiting for Juncker to come over. Juncker is a character, always breaking the rules and ready to laugh and especially at himself. As Verhofstadt was reading some papers, Juncker discreetly snuck up behind him and ruffled his hair, giving us the opportunity of a nice and funny picture. Not the kind you usually expect in one of the hundreds of debates I have covered in Parliament!" REUTERS/Vincent Kessler SEARCH "POY STORY" FOR THIS STORY. Cuban dissidents Jose Daniel Ferrer (L), Elizardo Sanchez (C) and Hector Maceda, attend a news conference in Havana January 23, 2015. U.S. Assistant Secretary of State Roberta Jacobson met some of Cuba's dissidents on Friday to emphasize the importance the United States places on human rights in talks with Cuba on restoring diplomatic ties. The meeting ruffled Cuba, which has stressed that efforts to normalize ties should not be accompanied by meddling in its internal affairs. Cuban officials expressed concern with plans for the meeting, a senior U.S. official told Reuters.

A restoration expert arranges the ruffles on a blouse that belonged to iconic Mexican painter Frida Kahlo at the "Blue House" in the neighborhood of Coyoacan in Mexico City September 27, 2012. After 50 years under lock and key, hundreds of colorful dresses, shawls and accessories worn by Kahlo will be displayed by a Mexico City museum in November. Museum officials discovered the items - which include corsets, shoes and photographs - in 2004 when they entered previously sealed rooms in the "Blue House" Kahlo shared with her husband, Mexican muralist Diego Rivera, in the capital. The exhibit explores Kahlo's unique wardrobe inspired by Mexico's indigenous women with richly embroidered frocks, flowery headpieces and ornate silver jewelry, turning her into a fashion muse and earning her a spot in Vogue magazine in 1937. U.S. Treasury Secretary Tim Geithner (L) shakes hands with China's State Councilor Dai Bingguo after their closing statements during the U.S.-China Strategic and Economic Dialogue at the Interior Department in Washington in this May 10, 2011 file photo. A little noticed 2009 change in how Washington sells its debt sheds new light on America's delicate balancing act with its biggest creditor, China. When the U.S. Treasury Department revamped its rules for participating in government bond auctions two years ago, officials said they were simply modernizing outdated procedures. The real reason for the change, a Reuters investigation has found, was more serious: The Treasury had concluded that China was buying much more in U.S. government debt than was being disclosed, potentially in violation of auction rules, and it wanted to bring those purchases into the open - all without ruffling feathers in Beijing. A girl laughs during class in Kaliningrad February 19, 2008. Dmitry Medvedev, the man almost certain to be elected as Russia's new president next weekend, has for the past two years been overseeing four "national projects" to reform healthcare, education, housing and agriculture. The projects are the biggest political undertaking the technocrat Medvedev has had to handle to date, and his management of them gives an insight into how he will perform when he takes over from his mentor Vladimir Putin as president. Kaliningrad, which was annexed from Germany at the end of World War Two, is precisely the sort of place the national projects set out to help. Picture taken February 19, 2008.
