A Blue Peter flag, an international maritime signal flag which when hoisted in harbour indicates that all persons should report on board, flutters in the wind on the top deck of the Costa Concordia cruise ship during its refloat operation at Giglio harbour July 22, 2014. The massive hulk of the Costa Concordia is nearly ready to be towed away from the Italian island where it struck a rock and capsized two-and-a-half years ago, killing 32 people, officials said on Sunday. The 114,500-tonne Concordia has been slowly lifted from the sea floor since Monday, when salvagers began pumping air into 30 large metal boxes, or sponsons, attached around the hull. A convoy of 14 vessels will then tow the Concordia to a port near Genoa, where it will be broken up for scrap, completing one of the biggest maritime salvage operations in history. Chancellor Angela Merkel's conservatives and the centre-left Social Democrats (SPD) clinched a coalition deal early on Wednesday that puts Germany on track to have a new government in place by Christmas. The agreement was struck roughly two months after Merkel was the clear winner in national elections but fell short of a parliamentary majority, forcing her into talks with the arch-rival SPD, with whom she ruled in an awkward "grand coalition" during her first term as Chancellor from 2005-2009. Party leaders German Chancellor Angela Merkel (C) of the Christian Democratic Union (CDU), Horst Seehofer (R) of the Christian Social Union (CSU) and Sigmar Gabriel of the Social Democratic Party (SPD) attend a news conference after signing a preliminary agreement, which has still to be approved by the members of the SPD, in the Bundespressekonferenz in Berlin, November 27, 2013. Chickens are fed from dispensers at Zbigniew Sochodzki poultry farm in the village of Olszewo, central Poland January 29, 2013. European Union states will meet for the second time on February 7-8 to try and negotiate the nearly 1 trillion euro EU budget for 2014-2020. Previous talks collapsed in November and deep divisions remain over whether and how deeply the budget should be cut to reflect the euro debt crisis and harsh austerity measures being taken to address it. Arguments over farm subsidies and rebates are yet to be resolved as the EU contemplates its first real terms decline in spending. But officials are more confident that a deal will be struck this time. France is the biggest beneficiary of farm subsidies, which accounts for about 40 percent of the total budget. It has been at the heart of attempts to maintain contributions along with newer EU members to the east and countries struggling with crippling debts. However, countries such as Germany and the United Kingdom, which pay far more into the budget than they get back, are pushing for a reduction in an attempt to help balance their national books.
