Among the countless Puerto Rico neighbourhoods battered by Hurricane Maria is one named after another storm: Villa Hugo. The illegal shantytown emerged on a public wetland after 1989's Hurricane Hugo left thousands homeless. About 6,000 squatters landed here, near the El Yunque National Forest, and built makeshift homes on 40 acres that span a low-lying valley and its adjacent mountainside. Wood and concrete dwellings, their facades scrawled with invented addresses, sit on cinder blocks. After Maria, many are missing roofs; some have collapsed altogether. Villa Hugo reflects a much larger crisis in this impoverished U.S. territory, where so-called "informal" homes are estimated to house about half the population of 3.4 million. Some residents built on land they never owned. Others illegally subdivided properties, often so family members could build on their lots. Most have no title to their homes, which are constructed without permits and usually not up to building codes. Many have plumbing and power, though not always through official means. The angular, runic font has conquered swaths of Sao Paulo's landscape as unseen street artists scale buildings and landmarks with paint rollers and spray cans in hand, drawing the ire of many who embrace other forms of graffiti. "A muralist is an artist and has our respect," Mayor Joao Doria said in an interview this month, highlighting his plans to commission new works of street art. "Pichacao is aggression … It is not a social problem. It is mental, criminal." Doria says police have caught more than 100 people writing on walls illegally in Sao Paulo since he took office in January. He has established a fine for pichacao of up to 10,000 reais ($3,200), or 10 times Brazil's monthly minimum wage. But practitioners, known as 'pichadores', say that will do little to dissuade them from climbing high-rises and highway overpasses to leave their mark. "What other artist puts their safety at risk for what they do?" said the pichador known as Du. "All art involves freedom of expression, but pichacao is the expression of freedom. You're telling the world, 'Here I am. You can't ignore me.'" Most pichadores write little more than their street name or the name of their crew, and spare social commentary in rare instances. With Islamic State expelled, Iraqi Christians are trickling back to the ransacked town of Qaraqosh, beset by anxiety for their security and yet hopeful they can live in friendship with Muslims of all persuasions. The town, about 20 km (12 miles) from the battlefront with Islamic State in the northern city of Mosul, shows why Christians have mixed feelings about the future of their ancient community. In the desecrated churches of Qaraqosh, Christians are busy removing graffiti daubed by the Sunni Muslim militants during two and a half years of control - only for new slogans to have appeared, scrawled by Shi'ite members of the Iraqi forces fighting street to street with the jihadists in Mosul. But nearby a shopkeeper is doing a brisk trade selling Dutch beer, Greek ouzo and several whisky brands to Christians, Sunnis, Shi'ites and Kurds alike, with this kind of commerce perhaps offering a glimpse of how Iraq's fractured communities could again live together peacefully.
