Luis Olarte, 38, a shopkeeper waits for clients at a small shop filled with subsidized goods smuggled over from Venezuela in the border town of Puerto Santander, Colombia September 8, 2015. Driven by a deepening economic crisis, smuggling across Venezuela's land and maritime borders - as well as illicit domestic trading - has accelerated to unprecedented levels and is transforming society. Although smuggling has a centuries-old history here, the socialist government's generous subsidies and a currency collapse have given it a dramatic new impetus. A man crosses a street in front of the John Hopkins Hospital in Baltimore, Maryland November 4, 2015. For many who knew Ben Carson in Baltimore, his U.S. presidential candidacy comes as a surprise. Over more than three decades as a Baltimore resident ending in 2013, Carson - now a front-runner in the race for the Republican Party nomination - rarely spoke about his political views. An unassailable local hero, a Johns Hopkins Hospital neurosurgeon, Carson put his wealth to use helping the poor. A tourist walks in the Everrich duty free shopping mall in Kinmen county, Taiwan, September 8, 2015. Rustic Kinmen, with a population of less than 129,000, is a half-hour ferry ride to China, but it takes an hour to fly to major Taiwan cities. Just off its shores, glass-walled high-rises wink seductively from the booming mainland port of Xiamen in one of China's most prosperous provinces. Kinmen is eyeing closer commercial ties with China. It wants to pipe water from Xiamen and has plans to build a bridge and set up a glittering free trade zone with the city. China is seeking unification with Taiwan under its "one country, two systems" formula by which Hong Kong, a former British colony, returned to Chinese rule in 1997. And Kinmen, or "Golden Gate", is a test for China's ambitions to recover Taiwan through soft power. Picture taken September 8, 2015. REUTERS/Pichi Chuang

Mexico is checking to see if Volkswagen has complied with its emissions standards and will act if it finds anomalies, Mexico's environment minister Rafael Pacchiano said on Wednesday. Volkswagen, the world's biggest carmaker, has admitted to U.S. regulators that it programmed computers in its cars to detect when they were being tested and alter the running of their diesel engines to conceal their true emissions.
