A booth is seen in centre of the courtyard as a Tibetan women washes clothes in Bakhor, in the old part of Lhasa, Tibet Autonomous Region, China November 16, 2015. Five years ago when Reuters was last allowed access to the Tibetan capital Lhasa, squads of paramilitary officers patrolled the streets and armored personnel carriers were stationed on most roads. Now the paramilitary presence is gone and officials say Lhasa is one of the safest places in China, thanks in part to a comprehensive on-the-ground surveillance network rolled out after protests rocked the city and the region seven years ago. In Bakhor, one of the hotbeds of dissent during the riots, the paramilitary presence has been replaced with booths, part of a "grid management" surveillance system aimed at managing society "without gaps, without blind spots, without blanks", according to state media.
