JAPAN TO DRAFT STOPGAP BUDGET 
Main opposition party leader Ichiro Ozawa is surrounded by reporters as he is getting on a car after meeting with Prime Minister Ryutaro Hashimoto at the premier's official residence in Tokyo March 19. Japan's cabinet decided on Tuesday to draft a 50-day stopgap budget and pledged to do its best to prevent a parliamentary impasse over next year's budget from derailing the nation's fragile economic recovery. In talks with Hashimoto, Ozawa pledged to cooperate on the stopgap budget.
