Alan Greenspan, chairman of the Federal Reserve Board, testifies before a House Banking committee March 19 on issues related to the Bank Insurance Fund (BIF) and the Savings Association Insurance Fund (SAIF). Greenspan said the SAIF should be recapitalized and then merged with the BIF.
