A lonely German Chancellor Helmut Kohl sits on the government bench prior to his speech in front of the lower house of parliament in Bonn, June 27. Kohl said after the European Union and Group of Seven summits that the EU Amsterdam treaty backed a timely start of a stable European monetary union.
