Polish President Aleksander Kwasniewski (R) makes a point during his speech at the 14th International NATO Workshop on Political-Military Decision Making at Prague Castle June 22 while General George Joulwan, Supreme Commander of Allied Forces in Europe, listens. In his speech Kwasniewski argued that the door should remain open for nations left out of the initial wave of NATO expansion.
