U.S. ambassador Stephen Ledogar addresses the Conference on Disarmement in Geneva in a farewell speech, March 20, in which he expressed his "growing frustration" that the 61-member body has been unable so far this year to launch full negotations to halt production of nuclear bomb-making fissile material and to ban landmines. The world's single multilateral disarmement forum is on course to end its first two-month session on March 27.
