Sir Kenneth Bloomfield sits amongst empty chairs after delivering his government-commissioned report into ways of remembering the victims of Northern Ireland's troubles May 13. It is thought that a memorial park and building are the most likely outcomes of the study. He is holding a sprig of gorse which he feels should be an emblem for the victims.
