CLINTON MAKES AN ADDRESS ON IRAQ IN OVAL OFFICE
President Clinton pauses as he makes a televised address from the Oval Office, February 23, about the recent trip to Iraq by United Nations Secretary General Koffi Annan. Clinton said that "what really matters is Iraq's compliance, not its stated commitments. Not what Iraq says, but what it does."
