Marc Verwilghen, President of a Belgian Parliament committee probing how local police and the courts bungled an investigation into Belgium's child rape and murder scandals, addresses the Belgian Parliament February 19. A parliamentary debate follows today the presentation of a report on Tuesday into the bungled investigations of Belgium's child abduction, abuse and murder scandals. The all-party report which has taken 16 months to research and write flatly rejected popular speculation that Dutroux and his associates managed to escape detection for so long because of high-level protection.
