Carine and Gino Russo, the parents of Melissa, a victim of convicted child rapist Marc Dutroux, listen February 19 to the parliamentary debate following the presentation of a report on Tuesday into the bungled investigations of Belgium's child abduction, abuse and murder scandals. The all-party report which has taken 16 months to research and write flatly rejected popular speculation that Dutroux and his associates managed to escape detection for so long because of high-level protection.
