Protesters scuffle with policemen as they try to march where British Foreign Secretary Robin Cook is meeting Hong Kong Chief Executive Tung Chee-Hwa at Central Government office January 21. The demonstrators demanded Britain to take in the remaining Vietnamese boatpeople in Hong Kong.
