Cuban President Fidel Castro's closing speech is projected on a giant screen during the final session of the VIII Ibero-American summit October 18. Heads of state and government from Latin America, Spain and Portugal held their annual meeting in the picturesque city of Oporto October 17-18. Castro delivered the last address at the summit as Cuba will host the next meeting in 1999.
