U.S. FLAG DRAPED OVER TREELIMB AFTER FLOODING.

Bush asked the federal government to declare 20 Texas counties disaster areas. New Braunfels, north of San Antonio, on the Guadalupe River, was one of the hardest hit communities with some 500 homes and businesses destroyed.
