New Democratic Party MP Dick Proctor raises his hand to swear that his notes on Solicitor General Andy Scott's comments are true during question time in the House of Commons in Ottawa, October 8. Scott was overheard allegedly talking about the expected outcome of the APEC Inquiry to New Brunswick lawyer Frederick Toole on an airplane on October 1. Scott denies he made those remarks, and has a letter from Toole supporting him. The APEC Inquiry is looking into how the Royal Canadian Mounted Police and the prime minister's office handled protestors at the APEC summit in Vancouver and the use of pepper spray by the RCMP.
