U.S. Defense Secretary Donald Rumsfeld laughs as he makes a speech to
U.S. soldiers at the U.S. air base in Osan, about 53 km south of Seoul
November 18, 2003. Rumsfeld assured South Korean leaders that Pentagon
plans to realign the U.S. military global "footprint" would not
