A man signs a petition in support of the Kosovo Liberation Army (KLA) in central Tirana January 9, 2011. KLA is a group that began fighting against the policies that late Serb strongman Slobodan Milosevic used against ethnic Albanians in Kosovo. The petitioners disagree with a report by Swiss senator Dick Marty, a rapporteur of the Council of Europe, that alleged that current Prime Minister Hashim Thaci ran an organised crime ring during and after the Kosovo Albanian guerrilla war for independence from Serbia in the late 1990s that killed opponents and trafficked in drugs and organs taken from murdered Serbs.
