A member of Argentina's Coast Guard stands outside Royal Dutch Shell's refinery in Dock Sud on the outskirts of Buenos Aires September 6, 2007. The facility, Shell's 100,000 barrels per day (bpd) and sole refinery in South America, was ordered shut by Argentina's government on September 5 after officials detected leaks, contamination in soil samples and other infractions, the Environment Secretariat said in a statement. The move comes amid increasing tensions between the company and the government of President Nestor Kirchner, which has clashed with the oil major over energy prices and supplies.
