Canadian Minister of Foreign Affairs John Manley leaves Parliament Hill
after announcing funding for boosting security measures in Ottawa
October 10, 2001. The Canadian government approved CDN$280 million in
spending on short-term measures in the wake of the September 11 attacks
in the United States. Manley said the money would be used to purchase
state-of-the-art technology and hiring employees for government
