A Turkish inhabitant of THE western German town of Cologne rests beside
his bags near an Islamic centre in Cologne December 12, 2001. Police
closed the centre after Germany banned a network of radical Islamic
groups around the Cologne-based organisation of Metin Kaplan, widely
known in Germany as the "Caliph of Cologne". The leader of the group is
