Belgium's chief negotiator in charge of forming a cabinet Elio Di Rupo (2nd R) and party leaders meet in Brussels December 1, 2011. Six Belgian political parties completed negotiations on Wednesday to form a coalition government, a year and a half after parliamentary elections, a source close to the talks said.
