attending a special meeting of the North Atlantic Council with the
seven countries invited to join NATO - Bulgaria, Estonia, Latvia,
Lithuania, Romania, Slovakia and Slovenia - at NATO headquarters in
Brussels March 26, 2003. The Protocols of Accession are amendments to
the North Atlantic Treaty which once signed and ratified by the 19 NATO
