A boy dries a bowl at a food stall where he works, in La Paz, January 7, 2014. Bolivia's national legislature is currently debating a new law which would make it illegal for children to start working before the age of 14, though an exception would be incorporated, allowing 12 and 13-year-olds to work with special permission. On Wednesday, representatives from Bolivia's Union of Child and Adolescent Workers (UNATsBO) entered this debate, opposing any legally imposed age limits. According to a 2008 study on child labour, conducted by the Bolivian National Institute of Statistics, 28 percent of the country's population between 5 and 17 years old is involved in "labour activities".
