Five years on from the Dayton peace accords signed at a U.S. air force base on November 21, 1995 that ended the Bosnian war, the international community faces a watershed in its bid to end the peace mission. Recent general elections reinforced a lesson learned since the agreements were signed - that establishing a peace that will survive the withdrawal of all of NATO peacekeeping troops, is a frustrating job.
