Officials of the Organization for Security and Cooperation (OSCE) collect voting materials to be transported to polling stations for the second day of voting in the Bosnian Serb republic's parliamentary elections November 23. Poll organizers reported a low voter turnout on the first day of elections which will test the strength of feuding political leaders in the Serb territory. The OSCE mission, which is supervising the two-day elections, revised earlier positive reports and said voting dropped off on Saturday afternoon.
