13JAN00 FILE PHOTO - Brazilian Foreign Minister Luiz Felipe Lampreia, shown here in this January 13 file photo, was quoted as saying that U.S. trade restrictions on steel were the highest he had seen in his 30-year diplomatic career. Lampreia said: "I heve never seen such flagrant discrimination regarding steel products by the Unites States market. In the last two years there has been a real blockade on the entry of steel products to the Unated States." He made the remarks after U.S. Commerce Secretary William Daley visited Brazil which failed to sooth Brazilian irritation at U.S. tariffs on Brazilian steel exports.
