A pair of red signal lights shine out over empty train tracks leading to Paddington station in this file photo October 6, 1999 near the scene of the collision between two commuter trains which claimed at least 27 lives. The findings of the Paddington rail crash enquiry are due to be published today with the more expensive safety system which prevents trains jumping red lights being recommended.
