The westbound carriageway of the M4 motorway, one of the main routes out of London, stands empty of cars shortly after rush hour September 13, 2000 as the the effects of U.K. fuel shortages begin to show. Days of blockades have prevented fuel deliveries to petrol stations across the country, causing more than three quarters of the outlets to run dry.
