Canada's New Democratic Party (NDP) leader Jack Layton talks to a crowd of supporters during a barbecue and rally in Saskatoon April 28, 2011. A Canadian government led by the New Democratic Party would erase the deficit within four years and clarify laws on foreign takeovers, offering investors a new degree of predictability, party leader Layton said on Thursday. The riding he was talking in lost to the Conservatives in the previous election by only a couple hundred votes.
