China began expanding university enrollment in 1996 to meet growing personnel demands as the economy boomed, but Xinhua News Agency has reported concerns by the Chinese State Council over creating enough jobs for millions of college students who will graduate between 2011 and 2015. University education is a key component of China's goal to create a broad urban tier of middle class families with "well-off characteristics" nationwide.
